National Science and Technology Major Project Seminar on Beijing-Tianjin-Hebei Environmental Comprehensive Governance Held at Baotong Mining, a Subsidiary of Huaxia Jianlong

On November 5, 2025, the symposium for the project "Research and Demonstration of Key Technologies for Risk Control and Governance of Industrial Solid Waste Disposal Sites and Tailings Ponds," a national science and technology major project for comprehensive environmental governance in the Beijing-Tianjin-Hebei region, was grandly held at Chengde Baotong Mining, a subsidiary of Huaxia Jianlong. The meeting brought together academicians from the Chinese Academy of Engineering, leaders from the Hebei Provincial Emergency Management Department and the Chengde Municipal Government, as well as authoritative experts from numerous domestic universities and research institutes, to jointly witness a milestone moment in promoting green transformation and high-quality development in the industry.
The meeting received high attention and strong support from leaders at all levels. Han Jianbo, Deputy Director of the Hebei Provincial Emergency Management Department, fully affirmed the strategic significance of the project, particularly highlighting Baotong Mining's achievements in comprehensive tailings utilization as a model for the entire province. He emphasized that the project would effectively address the governance challenges posed by the large number of tailings ponds and high safety risks in Hebei Province, and expressed anticipation that the project would become an important practice in the coordinated pursuit of green development in the Beijing-Tianjin-Hebei region.
Zhen Yumin, Deputy Mayor of Chengde City, stated that the project is a key measure to promote high-quality development in Chengde, and that relevant municipal government departments would establish a dedicated task force mechanism to provide comprehensive support in terms of policy support, land security, and approval services, ensuring the project is built into a high-quality, effective benchmark project.
Zhou Zhenhua, Deputy General Manager of Huaxia Jianlong and General Manager of Baotong Mining, pledged in his speech to uphold Chairman Yuan Zhanyong's philosophy of "developing one resource while cultivating a new one," fully leveraging the company's technological accumulation and industrial advantages in the field of comprehensive resource utilization, and fully opening up mine application scenarios, sharing operational data, and ensuring demonstration conditions to create a replicable and promotable industry governance paradigm.
During the project discussion session, Academician Shao Anlin from the Chinese Academy of Engineering pointed out that the project closely aligns with national strategies, driving regional economic development through the resource utilization of industrial solid waste, addressing industry challenges such as the large backlog of tailings and restricted resource development in northern China, while also consuming abandoned mine pits and tailings, eliminating safety hazards, and restoring the ecological environment, thereby contributing to the accumulation of mature land governance experience. The project's advancement requires promoting close cooperation between industry, academia, research, and enterprises, as well as government coordination, upgrading the technological system for solid waste resource utilization, basing itself on the region while serving a broader scope, and gathering various development resources. He also suggested that provinces and cities should plan new strategies for the green development of local mining industries, improve relevant policies, and, in response to the current situation where the efficiency of solid waste utilization needs to be improved, extend high value-added industrial chains and layout green energy support facilities, striving to make the project a benchmark for green mining development.
Yuan Zhanyong, Chairman of Huaxia Jianlong, stated that the company has always been grounded in technological innovation, steadily advancing comprehensive resource utilization, and continuously improving the product conversion rate of ores. He emphasized the necessity of integrating safety and green concepts throughout the entire process of mining development and enhancing intrinsic safety levels through intelligent means. Chairman Yuan proposed re-evaluating geological conditions, implementing differentiated treatment plans, achieving scientific management throughout the entire lifecycle, and maximizing value. Meanwhile, he welcomed research teams to join Huaxia Jianlong to jointly drive technological innovation and achieve the talent cultivation goal of "accomplishing a group of people through one endeavor."
It is understood that this project covers five key topics, including solid waste remote sensing identification and pollutant migration simulation, with Huaxia Jianlong deeply involved. Baotong Mining, under its umbrella, will leverage its experience in intelligent construction and green operations to promote the deep integration of technologies such as digital twins and intelligent sensing with mine operations, enhancing the precision and intelligence level of risk control for solid waste facilities. As a technology-oriented enterprise deeply engaged in comprehensive resource utilization, Huaxia Jianlong aims to drive the transformation of the mining industry towards safety, greenness, intelligence, and efficiency. Three of its subsidiaries have already become green sand and gravel suppliers in the Beijing-Tianjin-Hebei region and play a demonstrative role. In the future, the company will continue to be led by technology, deepen the construction of tailings building materials and mine intelligence, promote the in-depth development of "fully utilizing resources," and contribute to environmental governance and green mining development in the Beijing-Tianjin-Hebei region.
